The Great Migration as policy aftermath
Between roughly 1910 and 1970, about six million Black Americans moved from the rural South to the urban North, Midwest, and West. Isabel Wilkerson's ``The Warmth of Other Suns`` documents the migration as a flight not from poverty in the abstract but from specific policy regimes: sharecropping debt, Jim Crow disfranchisement, and racial terror that local sheriffs would not prosecute.
Northern cities did not welcome them as equals. Chicago's 'kitchenette' subdivisions — single-family units carved into rented rooms at higher per-square-foot rates than nearby white neighborhoods paid for whole apartments — were one mechanism of extraction. Restrictive covenants, redlining, and steering by real-estate boards were others.
Wilkerson treats the migration as the largest peacetime demographic shift in American history and argues that the discriminatory policy structures it ran into — FHA underwriting, school-district boundaries drawn around new Black neighborhoods, policing intensity calibrated to the color line — are still the operative urban policy inheritance.
The Great Migration is the conventional name for the movement of approximately six million African Americans from the rural South to urban centers in the North, Midwest, and West between approximately 1910 and 1970. The standard historiographical division separates the First Great Migration (approximately 1910 to 1940) from the Second Great Migration (approximately 1940 to 1970). The First Migration moved approximately 1.6 million people; the Second Migration moved approximately 4.5 million additional people. The movement was the largest single internal migration in American history by absolute scale.
The principal drivers of the First Migration are well-documented. Push factors included the boll-weevil infestation of cotton agriculture beginning in 1892 and accelerating across the 1910s, the persistent racial-terror violence of the post-Reconstruction South, the systematic disenfranchisement produced by the Mississippi-Plan constitutional provisions, and the structural economic dependence of Black agricultural workers on the sharecropping and tenant-farming system. Pull factors included the labor demand of Northern industrial manufacturing during World War One, the migration-recruitment activities of Northern industrial employers including the Pennsylvania Railroad, and the network effects of established Northern Black communities providing landing-point support to subsequent migrants.
The destination patterns of the First Migration were concentrated geographically. New York, Chicago, Philadelphia, and Detroit were the principal destinations, each receiving several hundred thousand migrants. The Harlem neighborhood of New York, the South Side of Chicago, and the Black Bottom neighborhood of Detroit became the principal Black urban neighborhoods, established on the geography of pre-migration Black settlement and substantially expanded by the migration. The Harlem Renaissance of the 1920s and the Chicago Renaissance of the 1930s and 1940s were the literary and cultural products of the migration-era concentration of Black intellectual, artistic, and musical talent in the affected neighborhoods.
The Second Migration's principal driver was the labor demand of World War Two industrial production. The federal Fair Employment Practices Committee, established by Executive Order 8802 in 1941 in response to A. Philip Randolph's threatened March on Washington movement, provided limited federal intervention against employment discrimination in defense industries. The combined effect of war-industry labor demand and federal anti-discrimination intervention produced a substantially expanded urban Black industrial workforce in the Northern manufacturing centers, with parallel expansions in the West Coast shipyards and aerospace facilities. Los Angeles, Oakland, Seattle, and Portland received substantial numbers of Second Migration arrivals during the war years.
The institutional response of the Northern destination cities was substantially restrictive. The redlining maps produced by the Home Owners' Loan Corporation in the late 1930s confined the expanding Black urban populations to specific neighborhoods. The Federal Housing Administration's underwriting standards reinforced the segregation by refusing to insure mortgages in mixed neighborhoods or to insure neighborhoods undergoing Black demographic change. The operational effect was the construction of large hypersegregated Black urban neighborhoods in the destination cities, with overcrowding, deteriorating housing stock, and limited access to the federally subsidized homeownership market that was simultaneously producing the white postwar suburban expansion. The cultural and political consequences of the Migration are the longer story. The migration produced the demographic basis for the modern Black middle class, the urban-political machinery that delivered the Cook County, Wayne County, and New York County Democratic-Party Black voting blocs of the 1930s and 1940s, the institutional infrastructure (churches, newspapers, mutual-aid societies, fraternities, and ultimately civil-rights organizations) that supported the modern civil-rights movement of the 1950s and 1960s, and the cultural-production centers (Motown in Detroit, the South Side blues and gospel scenes in Chicago, the Harlem and Brooklyn jazz scenes in New York) that produced the African-American cultural canon of the twentieth century. Isabel Wilkerson's 'The Warmth of Other Suns' (2010) is the standard modern popular treatment; the academic literature is substantial and spans Daniel Frazier's 'The Negro in the United States' (1949), Nicholas Lemann's 'The Promised Land' (1991), and Carole Marks's 'Farewell—We're Good and Gone' (1989) among many others. The platform's framing treats the Migration as the demographic precondition for the modern American Black urban experience and as the institutional precondition for the political mobilization that produced the federal civil-rights legislation of the 1960s.
The Great Migration's effect on the demographic distribution of African Americans in the United States has shaped the modern political geography of American electoral politics. The migration of approximately six million African Americans from the South to the metropolitan areas of the North, Midwest, and West produced substantial Black electoral concentrations in the destination cities, which subsequently produced the urban-political Black voting blocs that have been central to American Democratic-Party electoral coalitions since the New Deal era. The principal destination metropolitan areas — Chicago, Detroit, Cleveland, Philadelphia, New York City, Los Angeles, Oakland — produced Black electoral majorities in their central-city districts by the 1970s and 1980s and have produced the principal Black political-leadership cohorts of the modern era.
The cultural-production legacy of the migration extends across multiple genres and decades. The Harlem Renaissance literary movement of the 1920s, the Chicago Renaissance of the 1930s and 1940s, the Detroit Motown musical phenomenon of the 1960s, the Chicago electric-blues phenomenon, the South Side Chicago gospel phenomenon, the Los Angeles Central Avenue jazz phenomenon, and the broader cultural-production infrastructure of the destination cities all trace their institutional origins to the demographic concentration that the migration produced. The contemporary African American literary canon, the contemporary jazz and blues canons, the contemporary gospel canon, and substantial portions of the contemporary popular-music canon all draw from the cultural infrastructure that the migration-era destination cities produced.
